The Impressor S.A. Stamp Scandal

Despite warnings (see below) in the trade press, Sako Khatchikian continued to sell these illegal Betty Boop stamps to unsuspecting dealers and maintained an entry for them in the Michel catalogue. The question that need to be answered is ..how? What influence does Khatchikian wield in the philatelic world that enables him to flout all the rules with impunity?

The contract for production of these stamps was issued by the Director General of the ONPE, Sidi Ahmed Alou, to France Philatelie and Sako Khatchikian of Impressor S.A. was informed that he had no authority to issue them. He also abused a contract with Madagascar and continued to issue stamps for the country long after the contract had run out.

As usual, the UPU is notable by it's absence. Doing nothing about the very things it is meant to control seems to be all we can expect from this toothless organisation.
