This supplement of the Michel catalogue lists a number of Chad stamps as illegal. In the case of the "Horses", "Elephants", "Cats", "Butterflies" and "Gandhi" they are are right to describe them as illegals because they were identified as such by the Director General of the Chad Post Office.

ALL the rest of the stamps - "The Beatles", "Elvis Presley", "International Stamp Exhibition PHILEXFRANCE '99, Paris", "Millennium", "Film Actors", "Musicians" and "Painters" - were produced under legal contracts with the Chad Post Office.

 

Rough translation:

In the years 1998/2000, numerous unrecognised labels came into the trade, carrying the country name Chad with the subjects "Horses", "Elephants", "Cats", "Butterflies", "The Beatles", "Elvis Presley", "International Stamp Exhibition PHILEXFRANCE '99, Paris", "Millennium", "130th anniversary of Mahatma Gandhi", "Film Actors", "Musicians" and "Painters". These are not stamps and are not catalogued.
