This
section shows the entirely legitimate contract that existed between our source
and the Republic of Senegal. The UPU was fully aware that this contract existed.
The Director of Post for Senegal, M. Ibrahima Saar, who issued the contract,
even attended the UPU strategic conference in October 1997. Why do they persist
in broadcasting the falsehood that the stamps issued under this contract are
fake?
