Berne, 10 November 1997 International Bureau Circular 417 Equatorial Guinea - Fraudulent issue of postage stamps
Dear Sir/Madam
The administration of EQUATORIAL GUINEA asks me to Inform you that the national mint and stamp company in Spain has printed and put into circulation four sets of postage stamps of the "Triptique, Elvis Presley" and 'Triptique, Marilyn Monroe" issues without the authorization of the appropriate authorities. For the postal administration of Equatorial Guinea, these stamps constitute a fraud and are detrimental to the State. These postal figurines were therefore issued in violation of article 5 of the Universal Postal Convention and are consequently not valid for the prepayment of mail and for philatelic purposes.
